When PCEye from Tobii Dynavoxis installed and running in the system Tray, no Desktop items or File Explorer files and folders are spoken. The Start menu continues to be spoken and tracked.
Dolphin has discovered that PCEye can cause this issue, but as yet the only known solution is to disable it. Dolphin is investigating why this problem may occur and will update this article once another solution can be found.
